I'd suggest that the function of almost every machine-language program or subcomponent thereof can be described as a sequence of loads, stores, and implementation-defined I/O or system-call primitives, connected by some application logic. Further, there are many cases in which implementations of a program or subcomponent on a wide range of machines could use functionally-identical application logic. It is traditional for C implementations to provide implementation-defined means of performing from within a C source file all of the aforementioned I/O or system-call primitive operations that are supported by the platform and could be used without disrupting any aspects of the machine state the compiler may be relying upon. The portions of the C file which actually perform those operations will often have limited portability among different implementations, but the logic which connects them (and which typically represents the vast majority of the code) can be portable. Although it would be possible to achieve similar functionality in any language which can make calls to an externally-supplied library, such calls would typically add massive overhead--in some cases a full order of magnitude. Many C implementations, however, can accesses such primitives without having to call external functions, thus achieving performance that would otherwise have required writing the application logic in assembly language.
