At some point, the compiler's bundled libraries have to interface with 
the host platform kernel, so they either have to be built against a 
given kernel interface or use the platform run-time.  The host kernel 
interface may or may not be public and it may or may not come with any 
stability guarantees so the latter option makes more sense.

I must dig out my seminal paper "Windows isn't a suitable platform for

Given that the host kernel will have been built with the platform's 
standard library, this dose not surprise me.  Because it is the bridge 
between user and kernel land, the C run-time library (libC in Unix land) 
has a special place amongst platform libraries.
