That's older than C23.

C99 allowed for, "other implementation-deﬁned characters" in the
"identifier-nondigit" lexical element, and this was carried
forward through subsequent standard revisions until C23.

C23 changed this language to refer to the `XID_Start` property
from the UNICODE standard annex on "identifiers and syntax."

Let me rephrase.

C23 adds three characters to the "Basic Character Set": '$',
'@', and '`'.

A future revision of the ISO C standard should add `$` and `@`
(at a minimum) to the set of characters explicitly listed in the
definition of the `identifier-start` lexical element.

Well, I'd say it goes beyond that; the language was explicit
that an implementation could bless any character, provided it
didn't conflict with something already used by the language.  I
don't see that they were restricted to unicode characters.

C23 seems to be somewhat _more_ restrictive in this regard.
