I wasn't asking question, other than rhetorically.  I was making
statements.  Any "questions" I asked were meant socratically.

   mutiple ways.
...and that the contract with `transform` is utterly undefined.
...and that the function has an undocumented side-effect (of
   writing to some "output"), which again, has an undefined
   contract.

This is all pretty basic stuff.

Put bluntly, that code just not pass review anywhere I've ever
worked.

I wouldn't write that function at all.  It's a trivial reduction
of the composition of a couple `map`s over a sequence.  So I'd
simply invoke that:

    from collections import deque
    deque(map(out.write, map(func, lines)))

Even better, if the poster had given us some inkling about the
contract for `out`, perhaps we might know whether or not the
interface is rich enough that we could use `.writelines`:

    out.writelines(map(func, lines))

For example:
