Why don't you start a blog, or twitter page, or facebook page, or something like that? Then you can freely post whatever you like on these topics - and if they are of interest to anyone else, they will spread from there. And once you have started serious work on your rocket launchers (or whatever) and need help with the coding or electronics design, you can come back to these newsgroups.
