Yes you are correct. Even my Simple_Arithmetic only shows that
Theorem(T,φ) ↔ True(T,φ) for the infinite set of finite strings applied
to one theory.

A formula is satisfiable if it is possible to find an interpretation
(model) that makes the formula true.

If we assume that the RHS of ↔ is true this makes the LHS false because
the only way to satisfy a formula is its provability.

true and we can assume that it is false. When-so-ever we show that it is
true this requires a proof.
Showing that a sentence of one theory is satisfied in a metatheory does
not show that this sentence is satisfied in the theory.

This is not exactly correct: Panu Raatikainen explained:
(F ∈ Formal_Systems & Q ⊆ F) where Q here is Robinson Arithmetic
(the theorem fails for some weaker formal systems)
So that also includes every formal system greater than Q which includes
formal systems that have arithmetic and much more than arithmetic.
