Nope. I got one from Amazon Web Services and they're nothing to
do with the new Australian warehouse:
https://en.wikipedia.org/wiki/Amazon_Web_Services

Ebay have also been making noise about what they've been calling
the "Netflix Tax".

From Ebay:
"This legislative change imposes Goods and Services Tax (GST)
 on digitally delivered services offered to Australian based
 consumers by non-resident suppliers, starting 1 July 2017.
 This includes the eBay service."

In Ebay's case the tax is only on the sales fee, which is usually
10% for individuals, so it effectively increases the fee to %11
unless the seller is GST registered.

But once they are have a physical presence here, they
have to charge the GST on all stuff that GST applys to.

Amazon Web Services are a separate company, owned by Amazon, who have
had a "physical presence" here, in the form of a datacenter in Sydney,
since 2012:

Amazon have had retail operations in Australia for years online,
and the warehouse they plan to build (or are building) hasn't
started operating yet, so that isn't contributing any additional
retail operations as of the 1st of July when the fees started.

In any case they're a different company, as already stated, which
isn't even engaged in "retail" sale like it's parent company.

Furthermore, the original Email from Amazon Web Services starts:

"Australia recently changed its tax legislation to impose Goods
 and Services Tax (GST) on electronic services sold by
 non-resident suppliers."

So even they believe that they're a "non-resident supplier".

It’s the physical presence that requires GST to be charged.

But its certain to happen and charging GST on imports
was due to start on the 1-July so it is hardly surprising
that they started to get people selling on Amazon to
be GST registered etc.

GST doesn’t just apply to retail sales.

That's all Amazon Web Services are talking about. I said I got an
email from Amazon Web Services at around the same time, and the
'netflix tax' (though they don't call it that) is what it's about.
It's nothing to do with Amazon's upcoming AU warehouse.

The OP hasn't piped up to say whether their email was from Amazon
Web Services or Amazon.com (with whome I haven't got an account).

Amazon Web Services already had one, and won't have another when
the warehouse is built.

It may be but there will be GST on imported goods worth less than one
thousand dollars. Overseas suppliers who supply more than $75,000 of
goods per year to Australian consumers are expected to register for

That's been postponed for a year,

but it may well have been Amazon attempting
to get it implemented  before it got postponed.

I went looking at some software from the US. Then it asked me what country.
I was from, I said Australia, it then increased the price by 10%, I changed
the country to France, and the tax figure went up by more than 20%, I then
kept changing the countries and saw the tax figure kept changing.

In order to meet new Australian tax requirements, Skype will be
required to include Goods and Services Tax (GST) for customers in
Australia.
What's changing?
From 1 Ju?ly 20?17, online services such as Skype are required to
charge the Australian GST rate of 10% on all purchase of Skype paid
products.
How does this impact my recurring Skype subscription?
Skype will delay charging you the increased GST until 1 Au?gust 20?17
(we will pay the GST for you during the month of July). From 1 Au?gust
20?17, the subscription price will change to include the GST rate of
10%.
Example of how a price will change with a GST rate of 10%:
•	 	Before 1 Au?gust 20?17, a subscription costs $ 22.60
(no GST is charged).
•	 	After 1 Aug?ust 20?17, the same subscription will cost
$ 24.86 ($ 22.60 subscription plus $ 2.26 GST at 10%).
If you do not agree with this change, you can cancel your subscription
prior to 1 Au?gust 20?17. You can update your subscription at any time
by signing into your account.
Does this impact the cost of PAYG calls?
There will be a small increase to the inclusive rates for Pay As You
Go calls. Please visit www.skype.com for the most up to date calling
rates.

eligible to pay Australian GST based on your billing address. To make
sure you're paying the correct GST rate, please ensure your billing
address is correct by updating your account details.
