no it's the modem. it only delivered 2 Mbps on wifi last time I checked, 
vs 23 Mbps via ethernet, on the 25 Mbps plan. but I just tried it now.. 
getting 12 Mbps just a few metres from the modem, vs 23.5 via the extender
