You're wrong about that last. Both tried and succeeded completely in fact.

You don't do it by listing them all. You do it by not doing
the stuff that routinely talks to Microsoft like updates and
OneDrive and Bing and allowing your system to talk to
sites that you know you have just told it to talk to.

Doesn't matter what they do if you do things the way I just listed.

And you don't even have to avoid any updates at all
either. You don't seriously believe that major corporate
operations all let all their machines talk to Microsoft
every day to keep up to date do you ?

You can obviously use a separate machine to talk
to Microsoft and to get updates that way and have
nothing else on that machine so that all Microsoft
ever gets to see is what updates you chose to allow.

Hardly the sort of breach of privacy
that actually matters a damn.
