Thanks.

Now that I have performed the operations using Mint 20 instead of 21, 
the instructions for Ub 20.04 work properly, and sudo wg reports properly.

Let that be a lesson to me; if instructions are going to involve a 
compile operation, 'best' to use the distro (or something very much like 
the distro, ie Mint 20 for Ub 20.04) and not some other version.
