Control: retitle -1 io.weight cannot be enabled in recent Debian kernel package

Dear Debian Kernel Team,

This report 946791 was originally reported to systemd package,
as IOWeight systemd config item does not create "io.weight"
under /sys/fs/cgroup, when the boot option
systemd.unified_cgroup_hierarchy=1 is given.

But I confirmed that this bug happes with
linux-image-5.3.0-3-amd64    5.3.15-1
and does NOT happen with
linux-image-4.19.0-6-amd64    4.19.67-2+deb10u1
where systemd package version is 244-3.

So I would like to reassign this to Linux package.
