Thanks for the hint. I just rechecked with the current Bullseye kernel
$ uname -a
Linux aurora 5.2.0-3-amd64 #1 SMP Debian 5.2.17-1 (2019-09-26) x86_64 GNU/Linux

All symptoms described in this bug report remain and there's no mention of pktsetup or pktcdvd in 'journalctl'
# journalctl | grep pkt
<nothing>
