I used whatever tool Caja invokes to extract the contents of dvd1.iso.
After receiving a warning I unzipped packages.gz

mmdebstrap is still not happy. I get:

I don't know what the next to last line is telling me.
I've tried running mmdebstrap as root and received same error.

Help please.
