The coreutils manpages have switched to saying something like
Full documentation at: <https://www.gnu.org/software/coreutils/ls>
or available locally via: info '(coreutils) ls invocation'
You could file a wishlist for other projects to do something similar.
I think most (all?) of the GNU docs are available as above, and I don't
know many projects that use info and aren't GNU.
