Upgrading Win10 to Win11 retains the Win10 Local Account in the upgraded 
Win11 system.

The Local Account deprecation is for primarily three different paths
  - new pre-built OEM devices, pre-built System Builder devices, and end 
user clean installations of Windows 11.  All these are OOBE(initial 
install/setup of Windows and subsequent first of Win11)
  - If 'your' changing to Win11 is one of these above routes then other 
methods are still available to create a Local Account during the OOBE 
process.

Here's MSFT release information on the Local Account deprecation.
  From MSFT - Local account creation during setup of Windows 11(clean 
and/or reset install existing or new device'

•	We’re removing the bypassnro.cmd script from the build to enhance 
security and user experience of Windows 11. This change ensures that all 
users exit setup with internet connectivity and a Microsoft Account.

Here are the other methods/options to create a Local account during 
setup that remain available

a. Choose domain option route - available in Pro/Enterprise/Edu SKU's

or

b. Command line approach by manually entering the following commands to 
achieve the same functionality as the now-removed script

  reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v 
BypassNRO /t REG_DWORD /d 1 /f  shutdown /r /t 0

or

  c. Pausing setup at the Secondary Layout Screen and use the Developer 
Console(entering a restart command and executing the command) - once the 
command is run, then  exit the Developer Console to a refreshed 
Secondary Layout Screen with the Win10- style Local Account setup option

   WinJS.Application.restart("ms-cxh://LOCALONLY")
