Here's how that works. They get loan forgiveness. They think, "OH JOY!" "NO MORE PAYMENTS!" "YAY!" "LET'S PARTY AND DO DRUGS!" Then, they get a 1099 for the entire forgiven amount. They gaff it off. One day the IRS garnishes their wages (Assuming they are working), and seizes their bank account (If they have one). They freak and try to negotiate with the IRS. The IRS will give them a fairly large break, but they must pay on a schedule. Some will hunt down a tax debt outfit and get a little better deal, but the negotiators intend to get their money too. Bankruptcy won't wipe student loan debt or tax debt. Who has to make up the difference? There's always a difference even when written off.
