I swipe right (or left) and the only thing that happens on my Android 13
Galaxy A32-5G is I swipe to another homescreen page (if it exists).

The action may be a function of the launcher (mine is the last known good
version of the Nova free launcher) or of existing Samsung packages.

I thank Frank for bringing it to the fore as I had never heard of Samsung
Free but apparently it's a content aggregator service since Android 11
formerly known as Samsung Daily, which itself had replaced Bixby Home.

I've long ago removed every vestige of Samsung dogs & cats though.
 C:\> adb shell pm list packages --user 0 com.samsung.android.app.spage

But, it can be shot just like that biting dog or scratching cat can be.
 C:\> adb shell pm uninstall -k --user 0 com.samsung.android.app.spage

As we say in our country, when there's a will, there's a way. :)
