I use WordPerfect, to create PDF files, You can set the security 
parameters to control the documents use.

WordPerfect Student and Home does the common word processing, 
spreadsheet functions that are in the more expensive versions and cost 
about $70, with exception.  Non of the exception interfere with the 
normal things you do with a word processor

There is another way to create PDF files.  There are many free PDF 
printer programs.   These programs are installed on you computer and are 
used like any other printer.   The individual programs give you various 
levels of security control over the PDF file.   They are non specific, 
and any thing you can print a hard copy of you can print to a PDF file.
I have use CutePDF Writer for years.

Some let you print multiple documents to one PDF file.

There is a stand alone program that I use called PDFSam Basic.  This 
program lets you manipulate multiple PDF's, remove pages, insert pages, 
combine multiple PDF, etc. It is not a printer, so has to be used as an 
auxiliary program to a PDF printer or a word processor that can create 
PDF files.
