I'm dealing with something similar. I'll tell you what I know. First,
there are a number of programs offering custom menu popups.
I haven't tried them. I did want to restore Quick Launch. I finally
found a solution.

   I'm still not clear whether FreeLaunchBar is also needed. I installed
it, but it may not be necessary. The trouble is that I couldn't find
any instructions. Then I finally did figure out how to work EP. Once
EP is installed there's a right-click menu. Go to the top item, Taskbar
Style, and select EP style. Then reboot. You should now have options for
custom toolbars, like in Win10. I set up the traditional QL bar and it
works fine. But it was a pain. And the author of EP seems to warn that
it could be unstable in some cases.

   I also had to figure out how to resize the taskbar. No longer resizable!
One has to use an obscure setting in the Registry to select icon size.
