I haven't done the math, but I'm pretty sure that a highly elliptical 
orbit makes it much cheaper (energy-wise) to alter said orbit such as to 
bring the lowest part over any given specific part of the globe.

There is also the additional cost of a very low orbit: It decays too 
quickly.
