Bug#887389: Intel speedstep doesn't work with last kernel image

Since I use the last testing kernel images (4.14 but also 4.13), Intel 
speedstep technology doesn't work anymore on my Thinkpad X220. It works 
however perfectly fine with the 4.12 kernel image.
