Bug#876687: htpdate: Off by one hour

Dear Maintainer,

htpdate sets the clock an hour earlier than it should be set to.
htpdate version in jessie does not exhibit this behavior, as it sets it to
right time,
this behavior is new in stretch version.

Here is an example output:
