Bug#874025: garbd does not start

Package: galera-arbitrator-3
Version: 25.3.19-2

I installed galera-arbitrator-3 and configured it like this:

# more /etc/default/garb

At start garbd writes this to syslog:

Job for garb.service failed because the control process exited with error code.
See "systemctl status garb.service" and "journalctl -xe" for details.

Access to gvwstate.dat file should work out of the box.
