Tiberius Caesar never sent troops to conquer Britain. 
His reign focused on consolidating existing borders rather than
expanding them. 

He did not intend to occupy the island, relying instead on diplomacy,
tribute, and client kings.
However, he did accidentally have personnel set foot there (after a
storm).

These aren't just pop-science talking points— they're discussed
seriously in cosmology (e.g., by Martin Rees in Just Six Numbers, or
in reviews on fine-tuning). 

The universe's constants do appear "just right" for complexity.
Explanations include:
Design/intelligent cause (common theistic interpretation).
Multiverse (we observe a life-permitting one because others exist;
anthropic selection).
Deeper theory (perhaps a more fundamental law fixes them, though this
pushes the question back).

Skeptics note some tunings might be less severe under different
physics, or that "life" could exist in other forms.

The gravitational one and nuclear/EM balance are among the stronger
cases. 
Physics doesn't prove a designer, but it does show the universe is
remarkably congenial for us—something worth pondering whether you're
into philosophy, science, or both. 
The odds of random selection from a broad range of possibilities seem
low without some explanatory mechanism.
