Using your picture site this is what the power is right now with nothing
going on other than typing up this message.

How do you get the watts?

It was a lot hotter before I cleaned and oiled it but it's still not
spinning up at the beginning until I spin it once with my finger.

I was using MSI Afterburner to graph things but here's a comparison of MSI

MSI Afterburner enables the fan curve to be changed but I'm afraid to touch

Good point that the temperature is of the chip and not of the board.
I just set the fan speed at 100% with MSI Afterburner to see what it does
but it doesn't make any difference (so far anyway).
