That works the best so far!

WINDOWS+D (to switch focus to the desktop)
ALT+F4 to get to a pre-defined list of "Shut Down Windows" options
(1) Shut down
(2) Switch user
(3) Sign out
(4) Sleep
(5) Restart

I will check if it remembers the options but just hitting
the ENTER key as you suggested should work because the mouse
focus seems to be on the OK key in that shut down dialog box.

It's even better than remembering this combination.
(1) WINDOWS+R shutdown /s /f /t 00
(2) WINDOWS+R shutdown /r /f /t 00

Unfortunately, the Control-Alt-Delete salute only gives these options
(1) Lock
(2) Switch user
(3) Sign out 
(4) Change a password
(5) Task Manager
You can probably remember the arrow key combinations to activate them, 
but NONE of them are what you want so you have to use the on-screen power
button in the bottom right of the screen.

And then in that bottom right corner are more options under an on-screen
power button but you will never be able see them to manipulate the choices.
(6) Sleep
(7) Shutdown
(8) Restart
