That is certainly true (it's called lobbying in some contexts). The problem might be that some of the additions may have been asked for by some party that may be very influential, but whose priority may be something else than quality of the language per se. Such as placement in the development market, or strategic decisions in steering market trends. In this perspective, meaning "no one" as "no developer" (or "no wide developer audience") could be justified.
