My reading of the list is that it's a compilation list - he's combined
a large number of other people's lists of classic science fiction and
sorted the books by the number of lists each occurs on.  (Thus a very strong
bias for older works since some of his lists are undoubtedly older.)

Actually, Kornbluth also made number 12 for _The Space Merchants_
(with Pohl). I happened to re-read it (and _Gladiator at Law_) just
last week.  It definitely deserves its place as a classic, and it
pretty definitely couldn't get published today (its then trail-blazing
themes are now much too trite.)
