Why would there not be law? Prior to 1934, Tennessee pretty much didn't 
have electricity outside of Nashville and Memphis. That's a good two
centuries of European settlement with law and without electricity.

And cars are a lot faster than horses, and bicycles are a lot more useful
on paved roads than on dirt or gravel roads, so communications will, if
anything, be more efficient than 1730-1910.

Oh, and the wires are still up for telephones. 5ESS switches are generally
well protected against overvoltage, but even if they have to go back to
Strowger switches (1891) they can get those up and running, or code-key
telegraph services before that.

Yeah, intercity telegraph and in-city bicycle messengers. There's a
business opportunity there.

Not to mention light aircraft (minimal or no electronics) and lots of
commercial aircraft (hardened against lightning strikes).

Disastrous to the web economy? Survival and continuity of government? Not
so badly off.
