The biggest problem that I see is that the gray disks were all DVDs.
The OP's iBook only has a CD drive.

There were no Macs sold with CD only drives by the time 10.4 came out.

Apple never sold retail 10.4 disks. In order to get a set (there are 4),
you had to buy a retail DVD, and send it back to Apple with postage.

Then they would send you a set. 

OS9 was all CD's except for a DVD of 9.2.2 for classic installation. It
had many localized versions of OS9. It was NOT bootable. I don't think it
was shipped with OSX, but it might have been with the last G4's.
