Given that Austin's "displacement" is likely fixed per character, his 
cipher likely devolves into a "Caesar cipher" (substitute one letter 
for another, always the same substitution every time the same letter 
appears).

If so, then frequency analysis will allow one to pick it apart without 
ever knowing the key.
