It all works much better with a static IP, but it is possible to 
utilize a dynamic IP with some additional setup.  First one has to 
utilize one of the many "dynamic IP to DNS map" services (which, 
somewhat, breaks the "do it yourself" aspect) or if one's domain 
registrar has an API and provides DNS, one could setup one's own 
"dynamic IP" service.

When one's dynamic IP changes, there will be a slight glitch in the 
matrix during the changeover on the DNS side, so one has to tolerate 
this as well.

Web access works so long as the current IP resolved from one's domain 
is one's current dynamic IP address.

Email, which was designed to operate in the long ago days of UUCP 
service (store and forward), will work just fine with a dynamic IP, 
except that emails will be delayed by the amount of retry time the 
sender waits before retrying if the IP mapping is incorrect at the time 
of ssending.  And, one does have to be "online" long enough with the 
same IP address to allow those retrys to eventually make contact.  As 
most ISP dynamic IP's are essentially "static until you reboot the 
router" then things will appear 'static' for long runs of time anyway.

So one /can/ make do with a dynamic IP, it just takes a bit more 
effort.

Now, if one goes the suggested route of a VPS server, those usually are 
assigned static IP addresses from the start.
