I think it is harder these days, as I'd not want to lug my icom about its 
hardly portable. However a cheap fm portable with no aggressive automatic 
tuning is a possibility. Being at the extreme low end of the band might be 
an issue, we shall see. I guess its academic since nobody used the frequency 
except perhaps small pirate or legal restricted licence stations. I think 
the one which was on over the weekend was a pirate, and there are at least 
five of those around the fm band in this vicinity. It seems the authorities 
tend to only shut them down if they are interfering with services or 
involved in the supply of drugs or downright subversive like radical Islamic 
etc.
