If you were driving along and there were some sawhorses across the road, what would you do? I suppose if a self-driving car came to them and stopped, the passenger would likely get out and move them. If the passenger for some reason can't do that, well, we already have cars with assistive technologies for drivers who can't walk, so they'd be equallly stuck. Or maybe a human driver would slowly drive around on the shoulder.
