Sorry, I didn't fully grasp 503, but also various places seem to have crazy intercepting proxies. I'll look over your details. The IPv4 address I get is 151.101.117.6 so maybe you could put archive.netbsd.org and that address in /etc/hosts and see if pinning to a different server helps? And I could try the server you get pointed to.
