Millenarianist Theocracies are not democracies, and simply don't care how their populations fare. But eventually there is a successful revolt, when the population has literally nothing left to lose. It's also an occupational hazard for Emperors. There are lots of examples in the history of Ancient China. For the sake of the Iranian Population, let's hope that the Hormuz blockade works very soon.
