I was going to say this, you saved me e-ink :-)

IMEI tracking in the traditional way, which means asking the telephone 
network provider to check their databases in their towers, does not work 
if the phone is off. The last location is all that can be  found.

But the other system based in BLE might know the IMEI location, if they 
choose to include that number in the protocol. I do not know.
