A minimally conforming implementation of setlocale() must "do something". It must return a string representing the current locale if passed an argument of "", "C" or a null pointer, and can return a null pointer when given any other argument. If the implementation defines that the native environment is the "C" locale, then anytime it returns a non-null pointer it can always return the same pointer, one that points at "C", and there's no need for setlocale() to actually change anything, no matter what argument it's given. Thus, a minimally conforming implementation of setlocale() can be extremely minimal, but it can't do nothing.
