That must have been an "imperfect" conversion:
- EBCDIC isn't a single characterset - it is a family of charactersets.
- There are ASCII characters that have no EBCDIC equivalent,
- There are ASCII characters that have equivalents in specific EBCDIC sets,
  and no equivalents in others
- There are ASCII characters that have equivalents in specific EBCDIC sets,
  and /different/ equivalents in other EBCDIC charactersets
- There are EBCDIC characters that have no ASCII equivalent
