I have an iPad Air 2 running 12.4 and iTunes version 12.100.7 running on 
a Windows 7 PC.  They connect by Wifi about 20% of the time - with 
earlier software versions the connection reliability was better - up to 
perhaps 40% of the time.  I have not been able to identify the 
conditions needed to make it work.

I've asked about it here - nobody has any resolution, and many see the 
same problem.

The connection does work reliably when implemented using the Lightning 
to USB cable.
