This might discourage many smaller not-for-profit organisations that

ICANN also note that:
"Protections for existing registrants will remain in place, in line
 with the base registry agreement."

I'm not going to spend a day reading through all of it, but it looks
like these protections may be described in section 2.10 of the base
registry agreement ("Pricing for Registry Services"):

Nothing there to stop domain name registrars from hiking the fees
charged to existing customers, but at least they have to do it
equally to everyone.
