Proposals for the introduction of attributes in C2X (i.e. the standard
equivalent for GNU __attribute__ and Microsoft __declspec) used new
characters, e.g.:

⟦std ∷ maybe_unused⟧

for quite a while. AFAIK [[ :: ]] is now more popular than
⟦ ∷ ⟧ for C++ compability, despite there being some issues with [[ :: ]]
(see N2175).
