What nonsense. If the congress changed the law so
that the tax was all shifted so that it appeared on
workers pay check, it would not cost the employer (or employee)
one penny more.  It would also simplify the bookkeeping
for the employer.
The same amount of tax would be sent
to the IRS but it would be crystal clear even to the
dullest minds that this is a tax on wages and not
a tax on the employer. The only purpose of the
current law that splits it into two arbitrary parts is to
  introduce that confusion.
