You've already been given the correct answer, but not the relevant citation:

"If the expression that denotes the called function has a type that
includes a prototype, the number of arguments shall agree with the
number of parameters." (6.5.2.2p2).
This is in the Constraints section of 6.5.2.2, so a diagnostic is
mandatory. If you choose to ignore the diagnostic, and if the
implementation chooses to continue translation of the program, and if
you choose to execute the translated program, the resulting behavior is
undefined.
