The mean would make sense only over a volume comparable to the lengths involved in the wave phenomena. Here the wavelengths are microns to centimeters. There aren’t enough atoms IN THAT VOLUME to average meaningfully. This is the point. If you have a phenomenon that takes place over a volume of a cubic centimeter, then the only way you can treat that cubic centimeter as a continuous medium is if the number of particles in that cubic centimeter is very large.
