Distinguish gravity  and gravitational waves.
The former  term is historically dedicated to  ordinary waves like
 surface waves.
The latter relates to space time waves.

But the time dilation/length contractions are measureable and
 therefore real effects.

Eventual oscillations due gravitational waves are many orders
 below reproducibility of the metre length, a furthermore, the
 mean value remains.
