In fact, it has nothing to do with air capacity for water vapour,
 but the  space capacity.  Air need not to be present at
 all.

It is about equilibrium between water molecules leaving from and 
 coming to the liquid phase.
The rule of thumb is, near ambient temperature, space can contain
 about twice as much vapour at temperature increase by 10 deg
 C.

The water increase in atmosphere would be negligible compared to
 ice melting and water thermal dilatation. Plus, water is major
 greenhouse effect  agent, so it will increase the GH effect,
 creating positive feedback.
