Which of the following two stages of debugging should be done first?

1. manual testing
2. proof-reading the code

The purpose is to create quality code faster.

Automatic testing is nearly impossible for this project (because the tester 
needs to interact with PayPal).

The project is to be debugged again after refactoring.
