Indeed. Humans are humans are humans. Different races are not that 
different. We're actually less genetically diverse than most animals. 
Any group of humans can create a Nordic type of social democracy, given 
the will to do so and some time.

That being said, democracy isn't something you *are*, it's something you 
*do*, and you have to learn how. Countries without a significant history 
of past democracy (such as Russia as well as large parts of the Middle 
East) have tended to be bad at it because they are n00bs to it, 
basically. They will learn how to do democracy better with time, as our 
ancestors in the West did.

This is also why attempts to spread democracy at gunpoint don't work. 
Invading Iraq, deposing Saddam, and then saying "Now you're a democracy. 
Go forth and vote!" is like handing the keys to a car to someone who 
hasn't taken any driving lessons. Oops, crash. Any attempt to 
democratize the world will have to take more time. And patience. And of 
course the people in a place will have to want it. When one species of 
despotism or another is all they've ever known they may not know what 
they are missing, so to speak. Though, the peaceful prosperity most of 
the west has enjoyed can make a convincing case that there's something 
worth learning from us.

But it must be at people's own pace, and they, not we, must lead the 
process lest it devolve into "white savior" style racist colonialism.

Of course, some peoples are liable to invent democracy separately on 
their own given half a chance. It's already been invented at least 
twice, by the ancient Greeks, and by the Iroquois Six Nations here in 
the Northeast prior to Columbus's voyage. Indeed our own constitution is 
influenced by insights of the Iroquois, and not just the English common 
law democratic model that derives ultimately from the old Greek methods.
