Nope. It comes from Apple's update. There are various messages on 
Apple's forums and elsewhere about it.

The problem is that it runs after booting and then self-quits after a 
hour or two, so those who use Sleep or check a whileafter booting don't 
see the process. The actual software for it is buried inside Apple's 
MRT anti-malware so Spotlight won't see that either.

It only started with the 10.13.6 update and is a complete pain in the 
backside.  :-(

It may or may not only be scanning the Downloads folder, but I haven't 
yet had the time to clean that out to test that theory.
